Not only is it a Bordello, but @blackwell uses the cellar's to smuggle booze for local Dons and speakeasies...if they have the coin. The building itself is two floors and a basement, with the top floor being reserved mostly for boarding girls who have no place of their own, and Jessie's private chambers/office. The ground floor is the main floor with a few private rooms for those special clients. The basement is for those of delicate taste and where things are hidden from prying eyes. There are also tunnels the lead to other buildings in case of raids.
